The Swiss-Ukrainian Municipal Project Preparation Facility (PPF), funded by Switzerland's SECO, supports Ukraine's sustainable recovery by preparing bankable, climate-resilient municipal infrastructure projects. It leverages Swiss expertise and networks to deliver high-quality projects meeting International Financial Institution standards.
Led by NIRAS with partners Implenia, Egis Ukraine, SURA, and MDI, the PPF combines Swiss quality and local capacity. Modalities were agreed on by SECO and the Ministry for Development of Communities and Territories of Ukraine (MinDev) through a Memorandum of Understanding signed in April 2025.
The overall objective is to contribute to the improvement or re-establishment of urban public services in Ukraine through the preparation of priority infrastructure projects in line with the standards of International Financial Institutions (IFIs) to ensure that these projects will be implemented.

PPF4Ukraine is governed through a partnership between the Swiss State Secretariat for Economic Affairs (SECO) and the Ministry for Development of Communities and Territories of Ukraine (MinDev).
SECO provides the programme funding, strategic oversight and approval of supported projects, ensuring alignment with Swiss cooperation objectives. MinDev serves as the main Ukrainian counterpart, helping align the Facility with national recovery priorities, supporting project selection and endorsement, and facilitating coordination with municipalities and financing institutions.
Day-to-day implementation is carried out by the Implementing Agency, which identifies, prepares and supports municipal infrastructure projects in close cooperation with local authorities and development partners.

PPF4Ukraine is designed to help municipalities move from infrastructure needs to well prepared projects that can attract financing and be implemented. By combining Ukrainian priorities, Swiss expertise, international standards, and early engagement with potential financiers, the Facility helps strengthen the quality, relevance, and implementation prospects of municipal infrastructure projects for Ukraine's recovery.
From project idea to implementation support
Projects are sourced from DREAM, municipal proposals, priority lists, and discussions with potential financiers.
We check whether the project meets basic eligibility criteria — strategy alignment, sector fit, project readiness, and minimum project size.
Eligible projects are scored on: readiness, technical feasibility, environmental impact, planning alignment, priority level, swiss added value.
Top-ranked projects are submitted to SECO for review and no-objection. For FS studies, SECO's approval and MinDev's endorsement will be sought and obtained.
Approved projects receive technical assistance, including pre-feasibility or feasibility studies with constant information exchange with relevant IFIs.
Projects are linked to IFIs or other financiers, with co-financing support in form of grants.
Project outlines and proposals can be submitted at any time. Applications are processed on an ongoing basis and assessed by the PPF4Ukraine evaluation team several times a year. All submissions will be reviewed against the Facility's eligibility and project evaluation criteria.

The conditions and criteria that projects must meet in order to receive support are:
The project is aligned with municipality's strategy (mid-term priority investment plan) and supports municipality's priority needs in infrastructure development and/or rehabilitation.
Optional: The project is included in the local Single Project Pipeline
The project belongs to one of the following sectors: water supply/wastewater, urban transport, energy efficiency (e.g., district heating, street lighting, thermal rehabilitation of buildings, etc.), energy generation e.g. waste to energy and distribution (with limitations- see textbox below).
Availability of initial project proposal, approved pre-feasibility or feasibility study for the project (including per the national standards).
Optional: Availability of design documentation cleared through State Expert assessment for the project
The project cost equals or exceeds MEUR 5.0 in the sectors of outdoor lighting and local energy (generation, distribution, energy efficiency, renewable sources). The project cost equals or exceeds MEUR 10.0 in the sectors of district heating, water supply/wastewater, solid waste management and urban transport.
If a project passes the eligibility screening, it will be assessed against PPF4Ukraine's selection criteria. This evaluation looks at the project's quality, relevance, readiness, technical feasibility, expected impact, alignment with local priorities, and potential for Swiss added value.
The selection criteria may be updated over time to reflect changing reconstruction needs, local conditions, and programme priorities.

Engaging Swiss and Ukrainian private sectors in reconstruction while facilitating market linkages and technology transfer. Project design is grounded in end-user needs — ensuring public services are affordable, accessible, and high-quality for citizens, utilities, and municipalities.
Green recovery and environmental protection are core eligibility criteria, with full compliance with environmental, social, and climate rules. IFI procedures are followed throughout, promoting social inclusion, stakeholder participation, and gender-sensitive planning.
Coordinating across key institutions and maintaining consistent dialogue with municipalities, IFIs, and regulators, while strengthening municipal and utility capacity through a standardised QA framework and hands-on support.
Climate resilience guides the programme, with IFI-screened adaptation and mitigation measures across energy efficiency, green mobility, decarbonisation, and water management — contributing to Ukraine's NDC targets and Switzerland's climate strategy.
Mature projects are fast-tracked using IFI-aligned criteria to deliver early results. Bankable projects address limited municipal borrowing capacity through co-financing structures between SECO, IFIs, and municipalities.
