The Facility's Implementing Agency undertakes a four-pronged approach to identification of projects for preparation and implementation support:
Establishment of pipelines of potential municipal infrastructure projects in different sectors from the project proposals included in the DREAM platform by applying eligibility criteria.
Review and selection of projects from the list of priority local projects issued by the Project Preparation Unit established at the Cabinet of Ministers of Ukraine as part of the Public Investment Management system.
Requesting proposals from municipalities known to have well-developed capacity for project preparation and implementation due to their earlier participation in SECO or IFIs-financed programmes and/or from their Swiss partners.
Discussion of project pipelines with Multilateral Development Banks (MDB) regarding their interest in financing project implementation in cooperation with and support from the PPF4Ukraine programme.

Projects coming soonUrban transport infrastructure to reduce emissions, improve safety, and enhance accessibility for all citizens.
Projects coming soonSustainable energy solutions including wind and solar projects to power Ukrainian cities.
As a result of this process, a list of potential projects will be identified for further screening and approval.
A simplified procedure will be applied to projects for which particular Multilateral Development Banks (MDBs) requested the Facility's assistance with preparation and/or implementation.
