
On April 10, 2024, the Swiss Federal Council decided to provide long-term support for the reconstruction of Ukraine, earmarking a total budget of CHF 5 billion for the period 2025-2036. As an initial phase, Switzerland is allocating CHF 1.5 billion for the period 2025-2028.
These funds will ensure the continued provision of support to Ukraine through humanitarian assistance, bilateral development cooperation, and multilateral channels. Furthermore, the Federal Council resolved that CHF 500 million of the CHF 1.5 billion allocation will be dedicated to strengthening the involvement of the Swiss private sector in Ukraine's recovery and reconstruction efforts.
To operationalize private-sector engagement, Switzerland has introduced six measures for cooperation with Swiss companies in support of Ukraine's reconstruction. Measure 1, the Swiss-Ukrainian Municipal Project Preparation Facility (PPF), focuses on the preparation of bankable, climate-resilient municipal infrastructure projects. The facility supports projects that respond to Ukraine's priorities, comply with international financial institution (IFI) standards, and leverage Swiss technical expertise and business networks. The initiative is governed by a Memorandum of Understanding between Switzerland's State Secretariat for Economic Affairs (SECO) and Ukraine's Ministry for Development of Communities and Territories (MinDev).
The project is implemented by a consortium comprising NIRAS, Implenia, and Egis Ukraina, with the Swiss-Ukrainian Reconstruction Agency (SURA) and MDI engaged as subcontractors. This consortium brings together Swiss technical expertise, international experience and strong local implementation capacity in Ukraine.
To kick off the Swiss-Ukrainian Municipal Project Preparation Facility (PPF), we invite Swiss companies and interested partners to join our introductory webinar, where we will outline how the PPF works and ways the Swiss private sector can participate in Ukraine's reconstruction within the framework of the PPF. The event will be opened by Ambassador Jacques Gerber, Federal Council Delegate for Ukraine.
